I sold something on ebay that had a minor piece break in the mail. Who Is Responsible?

They were turntables, a small piece of the counterweights broke off. I had them packaged by a professional shipper and feel that i did the best i could shipping them safely. I have offered a 40 dollar refund to him, should i be held responsible now or should he? it's not as though hebought shipping insurance.
