When you buy a PSE TAC crossbow, does it comes with a lower receiver?

For any of the TAC crossbow systems, whether the TAC 10 or TAC 15i, does it come with a lower receiver ( trigger part ), or do you have to get a license/permit and to get an actual AR-15? Is it also possible to get one without all that trouble?
