Can Cheif of police be arrested for harboring or aiding abetting fugitive?

My ex is living with her stepfather who is the cheif of police. A warrent for her arrest has been issued for non-support,exceeding 5,000 dollars,since December. The child support enforcement was told that she lives there, which she does. For some reason she still hasnt been arrested because he is hiding information or throwing away the warrent. This family has been known for the stepfather covering his childrens mistakes who can we go to to have something done about this once and for all......Thank You
